Supply of Laptops/Network Printers

Sealed tenders are invited from reputed suppliers/authorized dealers registered with Income Tax and Sales Tax Departments for the purchase of Laptop (12 No’s), Network Printers(02 No’s) on the following terms and conditions.

1. Tender will remain valid up to 30 days from the date of its acceptance.
2. All bids must accompany bank draft/pay orders @ 2% of bid money (refundable) in favor of National ICT R&D.
3. The successful bidders will have to deliver laptops with genuine carrying bags and Network printers to office premises at their own cost within two weeks time.
4. Payment will be subject to deduction of all taxes as per government rules applicable at the time of payment.
5. National ICT R&D Fund reserves the right to accept/reject any or all bids and distribute business among bidders in terms of Section-33 of PPRA rules, 2004 or reduce/increase number of items.
6. Only technically accepted offer would be considered.

Proposals must be received no later than 1130 hrs on 8th February, 2010. Proposals via courier, postal mail or by hand are acceptable. A softcopy (word document) must be submitted with the actual proposal.

A bidder’s failure to submit its proposal prior to the deadline will cause the proposal to be disqualified. Late proposals or amendments will not be accepted for evaluation.

The contract term and work schedule set out herein represent the Company’s best estimate of the schedule that will be followed. Revitalization Plan of Telephone Industries of Pakistan

Telephone Industries of Pakistan (TIP) was established in 1953 to manufacture telecommunication equipment. Telecom technologies are fastest changing technologies and local industry should be aligned with changing market requirements.

2. The Government of Pakistan (GOP) feels that there is a dire need of local industry growth for achieving the national objective of self-reliance through R&D, indigenous product development and manufacturing on modern production lines. In this regard, GoP intends to have specialized study/consultancy conducted for revitalization of local ICT/Telecommunication equipment manufacturing industry in Pakistan.

3. The GoP, through National ICT R&D Fund, invites eligible consultants to submit proposals to render the consultancy assignment. The Consultant should be of international repute having requisite expertise for the accomplishment of the tasks laid down in Terms of Reference (TOR). The Government of Pakistan (GOP) is committed to facilitate continued development and use of state of the art telecommunication infrastructure and services in an open competitive market for the explicit purpose of enhancing security, competitiveness, economic growth and the quality of life of all citizens. For the development of fairly competitive telecoms markets the Government of Pakistan has been following the policy of reforms for about a decade through well defined legislative, policy and regulatory framework. Deregulation policy for the Telecom sector, Cellular Mobile and Broadband policies have been at the core of the substantial development of the markets and achievement of significant gains for both the consumers as well as market players. However, the term of the policies has matured and service delivery mechanisms have undergone radical changes since the inception of policies.

National ICT R&D Fund Company, registered under Section 42 of the Companies Ordinance, 1984 is engaged in the promotion of Research and Development activities primarily for progress in the realm of ICT technologies with the ultimate objective of creating knowledge based economy and society by virtue of true application of R&D Fund vision. The Company requires services of professional Law Firms for the following tasks:

1.  Providing legal opinions for all potential legal issues of the Company.
2.  Vetting of HR policies of the Company.
3.  Preparation of contracts with other legal entities.
4.  Providing legal advice on mechanisms and functioning of the Company in respect of all statutory and
     other related lawful matters.
5.  Providing legal supervisions on all the projects of the Company.
6.  Attending Court cases at Lower and High Courts level.
7.  Providing advice on matters related to “Intellectual Property Rights”.
8.  Providing guidelines with respect to any formalities, legalities and other rules and regulations
    applicable to the Company as an entity registered under Section 42 of the Companies Ordinance,

   matters of the Company.

Expression of Interest is invited from non-government and private Law Firms preferably those having international linkages, experience and expertise primarily in HR Issues, Company Law, Intellectual Property Rights, Employment Laws, and with R&D organizations and who have undertaken similar tasks and have more than five (05) years related experience.
